NEW DELHI: All contractors and consultants engaged in NHAI works now need to submit details of their performance in the past and current projects to be eligible for participating in the future bidding process. This provision is being made mandatory in the bidding conditions.
Following the global best practices, NHAI has also decided to carry out the safety rating of 1,400 km of NHs in Maharashtra, Tamil Nadu and Uttar Pradesh.
An NHAI spokesperson said the “performance rating” is being done to establish a transparent and comprehensive rating mechanism and it has also developed a vendor performance evaluation system for this purpose. This is crucial considering that several of the highway projects are delayed because of poor performance of vendors besides the faults of the NHAI.
The vendors are required to do a self-assessment and upload the documents related to the project activities being executed by them on the dedicated portal. The submissions are reviewed at multiple levels by NHAI, based on which a vendor's rating is generated,” an official statement said.
Till Wednesday, the vendors have filled data for 853 projects (519 consultants and 334 contractors) which are under review at different stages.
In an earlier development, the NHAI board approved the proposal to assign the task of safety ranking to India chapter of International Road Assessment Programme (iRAP). Across the globe safety ratings by iRAP have become popular in recent years.
The safety star rating of NHs will identify the gaps and will suggest measures to reduce crashes and fatalities, sources said.
